I've noticed that some of my puppets switched from occupied puppet to puppet without gaining any autonomy, I thought it's a bug so I started checking files and it turned out there is hidden generic mechanism making puppets become more autonomous depending mostly on size of their military and being major. Explain the reasoning behind this change:
